Legislative Update: Learn about new 2019 school legislative statute changes. Dr. Tom Melcher, school finance director at the Minnesota Department of Education, will explain and review the financial implications of the bill and the session laws as they pertain to PreK–12 education. Kate Lynne Snyder from the Government Relations team at MDE will explain and review the education policy implications of the bill and other session laws. School Legal Issues: Off-Duty, But Not Off the Hook: Kristi Hastings and Josh Heggem, MSBA certified labor and employment law specialists from Pemberton Law in Fergus Falls, Minnesota, will explore the rules surrounding off-duty misconduct for public employees: social media misconduct, DUI, criminal activity, and more. Hastings & Heggem will provide practical guidance for public employers faced with off-duty misconduct by employees. This session will include a takeaway chart analyzing arbitration outcomes in off-duty misconduct cases. The Post-Weinstein Workplace: Hastings & Heggem preview a sexual harassment training developed for public sector employees that focuses on the “new” workplace expectations in the #metoo era.
